Biographical history
The City of Halifax Management Association (CHMA) was created in 1979 to represent non-unionized employees at the management level within the City of Halifax. The goal of the association was to advocate for the improvement of the working environment, create a formal authorization association, and maintain high professional standards for the City of Halifax’s non-union employees. CHMA advocated for equality for the over 230 non-union city staff and union employees. Prior to the creation of the CHMA, all non-union city employees were represented by a group labeled the “Non-Union Group” which acted as the non-union employee’s spokesperson but had no authority to ask for better work standards. It is likely the Association continued until the City of Halifax was amalgamated into the Halifax Regional Municipality in 1996; however that is uncertain.
