Administrative history

The first Town Clerk, Thomas Short, was appointed at Dartmouth's incorporation as a town in 1873. The Clerk was responsible for record-keeping and accounting functions for the Town. The Town Clerk also served as the Court Clerk in the Muncipal Court. The position eventually became known as the Town Clerk-Treasurer. By 1993, the City Clerk-Treasurer's Office was staffed by 37.5 positions, and provided financial and administrative services, including minute-taking at meetings, to all City departments, Boards and Commissions.

In 1994, the Office of the City Clerk-Treasurer merged with the City of Dartmouth's Purchasing and Stores departments, and became known as Corporate Services. The name of the Clerk-Treasurer position changed to Director of Corporate Services. Corporate Services was responsible for Administrative Services, Accounting and Finance, Fleet Services, Human Resources, Information Services and Purchasing and Inventory Control. This structure continued until 1996, when Dartmouth became part of the newly-created Halifax Regional Municipality.
