The Greater Chebucto Community Development Association (GCCDA) was originally known as the District Five Community Development Association when it was established in 1993. The initial focus of the Association was to organize a community response to the crisis in the fishing resource industry. The communities included in District 5 were Ferguson's Cove, Herring Cove, Portugese Cove, Duncans Cove, Ketch Harbour, Sambro Head, Sambro, Pennant, Williamswood, and Harrietsfield. The new name of Greater Chebucto Community Development Association was adopted in 1996 when Halifax County - including District 5 - was amalgamated in to the Halifax Regional Municipality. The GCCDA quickly expanded the focus beyond the fishery. It became concerned with sustainable economic development for the entire region. A mission statement from 1996 stated that:
"The Greater Chebucto Community Development Association is committed to encouraging businesses and individuals to develop economic & enviromentally sustainable development opportunities that will provide employment to our communities. "Central to our vision of development is the duty to preserve and protect the unique and diverse character of our natural habitat, complete with layers of cultural heritage and significance." The GCCDA was quite active between 1993 and 2003. The GCCDA was a non-profit organization that was led by a volunteer Board of Directors who were elected by members. In addition to this, a Project Manager was hired to carry out the day-to-day duties. Regular meetings were held to discuss various issues and proposals, which were then voted on by all members. The GCCDA received most of its funding from various muncipal, provincial, and federal grant programs as well as through through community fundraising initiatives.
Throughout its history the GCCDA pursued numerous projects. Most notable was the Pennant Point Park development project, which commenced in 1997 and continued until the dissolution of the GCCDA. This project was concerned with reinvigorating the Crystal Crescent Beach Provincial Park so as to make it a more economically viable and an attractive tourist destination.

Fonds consists of records created or accumulated by the District Five Community Development Association (1993-1996) and the later Greater Chebucto Community Development Association (1996-2003). Fonds includes correspondence, meeting minutes, reports, business plans, maps, photographs, brochures, grant applications, and newsletters. The major focus of the GCCDA was the development of the Crystal Crescent Beach Provincial Park. A large proportion of the files relate to this unfinished project which lasted from 1997 to 2003. , It was usually referred to the Pennant Point Park development project in the Association's records. For most of the years the GCCDA was operating Alana Paon, the project manager, was the driving force and many of the records were created by, or relate, to her.
