Administrative history

The Committee of City Prison was established in the late 1850s when a city prison was established at Rockhead Farm overlooking the Bedford Basin. The standing committee consisted of six aldermen who were responsible for supervising the prison and whose activities included keeping the accounts of the prison and submitting them to council for payment; arranging contracts for prison supplies; approving disciplinary measures against inmates; and overseeing the maintenance and repair of the prison. The committee met on a monthly basis, elected its own chairman, and members rotated the responsibility of monthly prison visits. In 1940 the responsibilities of the Committee of City Prison were subsumed by the newly created Committee on Public Health and Welfare.
