The 1879 Act of Incorporation called for the County to incorporate as a municipality according to the new Municipal system and to create a Municipal Council that would exercise the powers of the Municipality . The council had the power to make, and alter rules and regulations required for the conduct and good order of their proceedings, and such by-laws touching any matters within their authority as they may judge proper. Councillors were elected for a 1-year term until 1892, when the term became 3 years. Councillors elected a Warden from amongst themselves at the first meeting of a new Council.According to the 1926 By-laws, the Municipality held their annual meeting on the fourth Wednesday in February, but over time the Council held its annual meeting anytime between February and April. These sessions took place over a number of multi-day meetings. Council could also provide for a fixed number of other regular meetings. In 1958, By-Law Number 2, the Municipal Council By-law called for only 4 regular meetings, which increased to 12 regular meetings in 1972, and then by 1979 increased to 24 meetings. Special meetings were held when necessary for the dispatch of business when called by the warden after he was requested to do so by not less than one-third of the councillors. All meetings were open and public.
The last meeting of the County Council was held March 26, 1996; the Municipality was amalgamated into Halifax Regional Municipality on April 1, 1996.

These include minutes of the proceedings of all meetings of Council - including regular and special meetings, as well as 'Meetings for the despatch of business' - and by-laws and recorded resolutions; photographs of councillors, and records of committees of council. The records pertain to all aspects of local governance.

Sub-series consists of minutes and reports of meetings of County Council. The Municipal Clerk was responsible for keeping a record of proceedings with regular entries of all resolutions and decisions, and, if requested, a record of the votes as given when any question was decided by vote. During a session, minutes of the preceding day would be read, corrected and approved at the start of the current day’s meetings, and prior to the end of the session altogether, the entire proceedings of the session would be read, confirmed and signed by the Clerk and the Chairman. In later years, minutes of public hearings, special council sessions and Committee of the Whole meetings are included at the front of the minutes for each regular Council meeting. Reports upon matters referred to a Committee by Council, as outlined in By-law Number 3, are incorporated within the minutes. Additional submissions to Council are described in sub-series 312-1B. For the years 1880-1956 there are also bound volumes of transcribed minutes that are easier to use than the original minutes. For 1880-1958 there is an Index of Reports along with each session's bound minutes and reports. While content of these reports changes over the years as the County government became more involved in regulating and providing municipal services, these "annual reports" were typically provided for: Standing Committees; Special Committees; County Officers and Officials; Minutes; Warden's Address; Report of the Committee on Tenders and Public Property; Report of Committee on Hospital for Insane; Report of Committee on Roads and Bridges; Report of Committee on Bye-Laws; Report of Committee on Public Property; Report of Inspector of Licenses; Report of License Committee; Report of Committee on Assessments; Report of the County Auditors; Treasurer's Report; Report of Committee on Poor; Report of the Finance Committee; Report of County Health Officer; Report of Building Inspectors; Jailor's Report; Report of Law Amendment Committee; Report of the County Planning Board; Report of the Municipal School Board; Report of the Industrial Committee; and List of District Officers.
Some years also includes special committee reports dealing with specific, non-recurring issues. Beginning in 1935, the minutes of the Council meetings are meagrely indexed by session or meeting; however the minutes of public hearings, special council sessions, joint council sessions and Committee of the Whole meetings are not indexed. It is worth looking at the minutes and reports for any relevant time period, as there is much covered that will not show up in the index.
Some volumes are in fragile condition, including damaged spines, deteriorating leather bindings, and brittle pages.
Material was transferred to the HRM Municipal Clerk's Office upon amalgamation in 1996. The material was then transferred to the Archives in 2005. Reference copies were transferred from Nova Scotia Archives and Records Management in 2003.

Sub-series consists of the original signed submissions to Council, prior to their inclusion in the final minutes. Sub-series contains staff reports, hand-written resolutions, letters and the rough notes of the Clerk. Committee reports on matters referred to them by Council and annual reports from various bodies were filed and preserved as part of the Minutes and Reports of Council (312-1A).
Submissions from 1880-1920 were filed chronologically by year, in dockets. Submissions from 1929-1930 were arranged chronologically by year among miscellaneous correspondence. Submissions from the 1940s were filed chronologically in binders.\n\nThe Archivist arranged the records in this sub-series together because, although they are from different date ranges, they are all originals of the submissions that were later published in the finalized Minutes and Reports (sub-series 312-1A) and therefore come from the same stage in the Minute drafting procedure.
1880-1920 original signed submissions were originally part of RG 35-312 P series from the Provincial Archives transfer in 2004. 1929-1930 submissions were also part of that transfer but were from series RG 35-312 M. 1942, 1945-1949 submissions were part of the HRM Municipal Clerk’s transfer in 2005.

Sub-series consists of an incomplete set of agendas and submissions to Council meetings. Director of Assessment reports were likely circulated seperately and not included with the remaining bound agenda items due to their size. Councillors received agenda packages with an Order of the Day and all submitted reports prior to each meeting. For some annual sessions, agendas for each individual day would be circulated. Most reports in the agenda packages were published with the finalized Minutes and Reports. However, some reports were not published in full.
Sub-series is arranged chronologically. The reports are mentioned in the Order of the Day for annual sessions, but do not appear in the final Minutes and Reports and are not originals like the reports in the Submissions sub-series.
HRM's City Clerk's Office held the bulk of this material until it was transferred to HRM Archives in 2005. Other material was transferred to the Public Archives of Nova Scotia from the City and was transferred to HRM Archives in 2004. Director of Assessment reports were added to the sub-series after they were transferred from the Corporate Library in March 2006.

Sub-series consists of four print versions of the by-laws (c. 1880, c. 1885, 1926, 1958) and the series of by-laws from 1972 forward to 1996 that were kept by Council. Council had the power to make, and from time to time alter, by-laws touching any matter within its authority. Once passed, early by-laws were laid before the legislature, but more recently they were sent for approval to the Minister of Municipal Affairs. By-laws did not come into force until approved by the Minister. Consolidations of the by-laws were printed and sold. Council was to keep one copy of every by-law passed in a suitable book.
HRM's Municipal Clerk's office held this material until it was transferred to HRM Archives in 2005.

Sub-series consists of council resolutions. Starting in 1992, the Clerk kept a register of signed and sealed true copies of Recorded Resolutions. The creation of resolutions was one of the means by which Council exercised its powers. Prior to but also during the time of the Recorded Resolutions, resolutions in general were recorded as part of the Minutes. Resolutions were intended to clearly express a decision or expression of opinion of Council that had been moved and passed by a majority vote. The resolutions are arranged first by subject and then chronologically.
HRM's Municipal Clerk's office held this material until it was transferred to HRM Archives in 2005.
The Ad Hoc Committee re. Sackville Incorporation & Implications, which existed 1987-1989, met to discuss a Henson College Report on the possible incorporation of Sackville to give it the power of self-government. The main question it discussed was whether the newly incorporated Sackville should remain part of the Municipality of the County of Halifax. It reported to Council.

The Policy Committee, which existed 1979-1996, consisted of eight to nine councillors, including the Warden and Deputy Warden. It discussed issues of policy relating to the membership of committees, creation and alteration of by-laws, etc. It also dealt with other committees' requests to make presentations to Council. The committee met weekly.

The Recreation Committee, which existed 1973-1996, dealt with issues relating to recreation facilities, tourism, and insurance. At least two meetings of a special committee of Council were held (1972-1973, to discuss the advisability of creating a permanent Recreation Committee. According to a motion of this special committee carried at the January 3, 1973 meeting, the Recreation Committee was to map and inventory all recreation facilities available in the Municipality, including schools and school grounds. The Committee also acted as a Liaison Committee between local groups and the Province of Nova Scotia and/or Provincial Recreation Department, particularly with regards to claims or matching grants.

The Planning Advisory Committee, which existed 1979-1996, replaced the Municipal Development Plan Committee. The Committee was composed of the Mayor, two Aldermen, and eight other persons appointed by Council. It reviewed development proposals, amendments proposed to the Municipal Development Plan and to the Zoning Bylaw, and any other matter related to the Plan.

The Market Committee, which existed 1945-[1953?], helped with the operation of the City Market in the City of Halifax and served as liaison with the Board of Works of the City of Halifax in matters concerning the operation of the Market. It ensured that vendors from the County had adequate space in the City Market to sell their wares (agricultural products, fish, etc.) competitively with vendors from the City of Halifax.

Market Committee letters dated June 6, 1950 and June 26, 1950 were photocopied and the originals were destroyed, as the paper had deteriorated and browned and was damaging adjacent papers.
The Committee on By-Laws, which existed 1880-[1955?], examined the County’s by-laws, determined what changes should be made, and submitted the changes to Council. In 1888 it was called the Committee on Revising By-Laws, but the name reverted to Committee on By-Laws the following year.

The Arbitration Committee, which existed 1887-[1996], met at least once a year to discuss the amount of spending for which the County should be responsible and the amount for which its cities and towns should be responsible.
The Arbitration Committee occasionally met together with the Arbitration Committees of the City of Halifax and of the City of Dartmouth to discuss issues of joint expenditure.

The Committee on Tenders and Public Property, which existed 1880-1951, was a standing committee and its members were appointed annually by Council. The Committee examined tenders received for public work and loans and controlled the management of public property, including the County Jail and the County Home and Mental Hospital. Originally referred to as the Public Property Committee it was known as the Tenders and Public Property Committee by 1921.

The Revenue Committee, which existed 1952-[1956?], reported to Council on:
a) ways of raising revenues;
b) probable amounts of revenue;
c) assessments;
d) the collection of municipal taxes, debts, and revenue; and
e) the accounts kept by municipal officers.

The Low Cost Housing Committee, which existed 1962-[1963?], bought land on behalf of Council and developed low-cost housing on that land. It was known as the Special Committee on Low Cost Housing until 1963. After 1967 it became known as the Public Housing Committee and after 1971 as the Special Housing Committee.

The Civil Defence Committee, which existed 1963-1965, organized the Municipality’s planned response to various threats, notably a nuclear war but also natural disasters such as floods. It was replaced in 1965 by the Emergency Measures Organization Control Committee.

The Industrial Committee, which existed 1951-1973, consisting of the Warden and six councillors, encouraged the establishment of industry. It was previously known as the Industrial Promotion Committee. It was replaced in 1974 by the Industrial Commission, made up of members of the public.

The Industrial Sub-Committee, which existed in 1980, was an ad hoc committee set up by the Policy Committee to advise it on industrial matters.
The Halifax County Industrial Commission was incorporated in 1965 under the Area Industrial Commission Act. It was dissolved and its assets vested to HRM pursuant to the Halifax Regional Municipality Act section 8.2 on April 1, 1996. The Commission's main function was to encourage the establishment of industry in the Municipality of the County of Halifax. The Commission held land and promoted development of industrial areas like the Aerotech Business Park. The Industrial Commission replaced the earlier Industrial Committee; unlike that Committee, however, the Industrial Commission was comprised of members of the public rather than municipal councilors. It occasionally met with the Industrial Sub-Committee.

The Redistribution Committee, which existed 1935-[1979], derived its powers and duties from the Municipal Boundaries Act. It met three to four times a year. It considered the changing of district boundaries to ensure proper representation by Councillors for all citizens of the County.

The Emergency Measures Organization Control Committee, which existed 1965-[1996], was the Municipality’s branch of the federal Emergency Measures Organization (EMO). It replaced the Civil Defence Committee. It reported both to council and to the provincial branch of the EMO. It attempted to ensure that the Municipality would be ready to deal with any emergency situations which might arise.

The Welfare Committee, which existed 1952-[1996], later called the Social Assistance Committee, reported to Council on: the condition of insane patients; the condition of the poor; the condition of jails and their prisoners; prison farms; and all local hospitals, welfare homes, asylums, and clinics maintained by the County. The Committee met at least once a month and sometimes met as often as 2-3 times a month. Separate meetings were held to deal with three of the Committee's primary responsibilities: the County Jail, Ocean View Municipal Home (later Ocean View Manor), and the County Hospital. By 1960 responsibility for the County Hospital appears to have been transferred to the Halifax County Hospital Management Board, which consisted of County councillors and provincial government representatives. The Committee of City Prison was established in the late 1850s when a city prison was established at Rockhead Farm overlooking the Bedford Basin. The standing committee consisted of six aldermen who were responsible for supervising the prison and whose activities included keeping the accounts of the prison and submitting them to council for payment; arranging contracts for prison supplies; approving disciplinary measures against inmates; and overseeing the maintenance and repair of the prison. The committee met on a monthly basis, elected its own chairman, and members rotated the responsibility of monthly prison visits. In 1940 the responsibilities of the Committee of City Prison were subsumed by the newly created Committee on Public Health and Welfare.
The Committee on Tenders and Public Property, which existed 1880-1951, was a standing committee and its members were appointed annually by Council. The Committee examined tenders received for public work and loans and controlled the management of public property, including the County Jail and the County Home and Mental Hospital. Originally referred to as the Public Property Committee it was known as the Tenders and Public Property Committee by 1921.

The Recreation Committee, which existed 1973-1996, dealt with issues relating to recreation facilities, tourism, and insurance. At least two meetings of a special committee of Council were held (1972-1973, to discuss the advisability of creating a permanent Recreation Committee. According to a motion of this special committee carried at the January 3, 1973 meeting, the Recreation Committee was to map and inventory all recreation facilities available in the Municipality, including schools and school grounds. The Committee also acted as a Liaison Committee between local groups and the Province of Nova Scotia and/or Provincial Recreation Department, particularly with regards to claims or matching grants.

The Board of Health, which existed 1911-1996, was established under the Public Health Act. The Board met at least once a month with additional meetings as required. It dealt with health hazards, private sewage disposal systems, the granting of licenses to sell food, and other matters related to public health.
The Executive Committee, which existed 1880-1996, had these responsibilities:
1. to prepare a budget;
2. to consider projects;
3. to examine spending;
4. to distribute work to appropriate committees;
5. to report on ways of raising money; and
6. to report on the regulation and licensing of trades.
It was also known as the Finance Committee and as the Finance and Executive Committee.

The Area Rate Sub-Committee, which existed [1978]-[1980], dealt with issues related to the levying of area rates in the County. It reported to the Finance Department.

The Welfare Committee, which existed 1952-[1996], later called the Social Assistance Committee, reported to Council on: the condition of insane patients; the condition of the poor; the condition of jails and their prisoners; prison farms; and all local hospitals, welfare homes, asylums, and clinics maintained by the County. The Committee met at least once a month and sometimes met as often as 2-3 times a month. Separate meetings were held to deal with three of the Committee's primary responsibilities: the County Jail, Ocean View Municipal Home (later Ocean View Manor), and the County Hospital. By 1960 responsibility for the County Hospital appears to have been transferred to the Halifax County Hospital Management Board, which consisted of County councillors and provincial government representatives. Sub-series consists of operating budgets and area rate budgets for the Municipality of the County of Halifax. It is not confirmed if all copies are approved by council. Operating budgets, also referred to as expenditures, were issued in two volumes, except for the 1995-96 fiscal year. There are three copies of the 1989 operating budget departmental details volume, each of which contain different data. 1985 and 1992/93 include an Environmental Services volumes. Area rate budgets are in their own volumes. These include the calculations of the area service rates and statements for the previous financial year's budgeted and actual expenses, plus the current area service budget. For 1995 and 1996, only the statements are available. A statement for the year ended December 31, 1991 is included to accommodate the transition to an April 1 financial year in 1992.
The 1992/93 Environmental Services budget was transferred from the Halifax Regional Municipality's Municipal Clerk's Office in 2008.
The function of the Management Committee was to ensure the proper interpretation and implementation of County Council policies and directives. The Management Committee's responsibilities included: monitoring the activity of all departments, reviewing financial statements and budgets, making recommendations to Council, and advising the CAO on issues related to personnel and operations.

The Police Committee was created by Halifax County Council and served as a communication link between the public and the Royal Canadian Mounted Police (RCMP). The Committee kept County residents up-to-date on police activities and provided information on RCMP services. Additionally, part of the Police Committee’s mandate was to help prevent crime by fostering a positive relationship between County communities and the police force. The Police Committee also functioned as an advisory committee; it evaluated policing services, made recommendations to County Council, helped to formulate policies related to policing, and maintained a crime statistics database. Originally founded in 1985, the Police Committee was formally recognized by County Council in November 1991. The Committee was composed of 9 council members: two members from the Lower Sackville area, two members from the Halifax Detachment area, two members from the Cole Harbour Detachment area, one member from the Enfield Detachment area, one member from the Sheet Harbour Detachment area, and one member from the Musquodoboit Harbour Detachment area. The Police Committee was further supported by representatives from the RCMP and the CAO. In mid-1993 the Police Committee lost its standing committee status. From that point on, issues related to policing were referred to the County's newly established Service Standards Committee.

The Tourism Steering Committee was composed of County Councillors and its main goal was to evaluate the state of the tourism industry in Halifax County. The Committee liaised with the Department of Tourism and private sector tourism associations, such as the Eastern Shore Tourist Association, the St. Margaret's Bay Business and Tourism Association, and the South Shore Tourist Association, to gather information, determine funding needs, and identify areas for improvement. In 1986, the Metro Area Tourism Association was established and the Tourism Steering Committee was disbanded shortly thereafter.

The Forestry Protection Committee was established after concerns were raised at the municipal level about several recommendations contained within the 1985 Report of the Nova Scotia Royal Commission on Forestry. Operating under the direction of the Executive Committee, the Forestry Protection Committee's mandate was to study the Commission on Forestry Report and recommend whether or not the Report should be implemented by the provincial government. The Forestry Protection Committee was headed by a Chairman and was composed of members of Council and representatives from the forestry industry.

The Transit Committee was an advisory body established by Halifax County Council. Working in tandem with the Urban Services Committee, the Transit Committee's mandate was to examine transit issues within the municipality. The Transit Committee advised the Urban Services Committee on the adequacy of transit services provided by Metro Transit in urban areas while also working with Council to determine policies for the provision of other types transit (such as accessible transit) in rural areas. The Committee was headed by an elected Chairman and composed of 5 members. At least one member had to be a representative from a regional transit body and the remaining members were representatives from the Urban Services and Rural Services Committees and/or councillors.

After the passing of the Heritage Property Bylaw by Halifax County Council in December 1981, the Heritage Advisory Committee was formed to advise Council on issues related to heritage property designation, regulation, and maintenance. The Heritage Advisory Committee made recommendations to Council about: the inclusion of properties in the Municipal Registry of Heritage Property, applications to demolish or alter heritage properties, the impact of building regulations on heritage properties, and other issues related to the heritage property bylaw. The Heritage Advisory Committee was lead by a Chairman and made up of two Council members and four non-Council members. Each non-Council member was a representative from a different Halifax County school sub-system area.

The Lake District Recreation Association [LDRA] was a community-lead, Sackville-based organisation focused on the provision of recreation services and facilities in the area. The LDRA signed a property and program management agreement with Halifax County Municipality in 1993. With this agreement, the LDRA became the manager of recreational programs and facilities in the Sackville-Beaverbank area, including the Sackville Sports Stadium. As a result, the LDRA's members worked closely with the Sackville Community Council on recreation related issues in the region.

Item consists of a sound recording of a portion of a special session of the County Council regarding the Regional Solid Waste Management Strategy, and specifically the discussion of the proposed site for the Front End Processing Facility operated by the Mirror Group. An endorsement had been requested by the County Council from the interimRegional Municipality earlier in 1996. The County Council discusses a variety of concerns, particularly environmental, regarding who will be responsible for the Solid Waste Management Strategy in the transition to the Regional Municipality's authority.
