Sub-series consists of the original signed submissions to Council, prior to their inclusion in the final minutes. Sub-series contains staff reports, hand-written resolutions, letters and the rough notes of the Clerk. Committee reports on matters referred to them by Council and annual reports from various bodies were filed and preserved as part of the Minutes and Reports of Council (312-1A).

1880-1920 original signed submissions were originally part of RG 35-312 P series from the Provincial Archives transfer in 2004. 1929-1930 submissions were also part of that transfer but were from series RG 35-312 M. 1942, 1945-1949 submissions were part of the HRM Municipal Clerk’s transfer in 2005.

Arrangement

Submissions from 1880-1920 were filed chronologically by year, in dockets. Submissions from 1929-1930 were arranged chronologically by year among miscellaneous correspondence. Submissions from the 1940s were filed chronologically in binders.\n\nThe Archivist arranged the records in this sub-series together because, although they are from different date ranges, they are all originals of the submissions that were later published in the finalized Minutes and Reports (sub-series 312-1A) and therefore come from the same stage in the Minute drafting procedure.

      General note

      When looking for a report to Council, begin by looking in the original boxes of sub-series 312-1A Minutes and Reports. Only the minutes have been digitized. The accompanying reports are found after the minutes in the original meeting files, usually separated with a coloured sheet of paper. If the report is not there, then proceed to either of the following sub-series depending on date: 312-1B Submissions: 1880-1920, 1942, 1945-1949; or 312-1B Agendas: 1963-1978, 1995-1996.
