The Welfare Committee, which existed 1952-[1996], later called the Social Assistance Committee, reported to Council on: the condition of insane patients; the condition of the poor; the condition of jails and their prisoners; prison farms; and all local hospitals, welfare homes, asylums, and clinics maintained by the County. The Committee met at least once a month and sometimes met as often as 2-3 times a month. Separate meetings were held to deal with three of the Committee's primary responsibilities: the County Jail, Ocean View Municipal Home (later Ocean View Manor), and the County Hospital. By 1960 responsibility for the County Hospital appears to have been transferred to the Halifax County Hospital Management Board, which consisted of County councillors and provincial government representatives.
