The Redevelopment Committee began as the Housing Committee, and appears to have been formed in about 1957. The committee appears to have been responsible for redeveloping substandard areas of the city which necessitated acquiring and clearing lands, and then planning their redevelopment. Land was most often redeveloped to provide additional public housing. Residents of substandard areas received compensation and were given the option of moving to housing projects. In 1958, the Housing Committee changed its name to the Redevelopment Committee. The last meeting was held on January 7, 1964, after which the Committee’s duties were passed onto the newly created Development Committee, which was also responsible for other, expanded duties. In 1967 a Housing Committee was reformed to address housing redevelopment programs. The Housing Committee was formed in 1967 to advise City Council on a means of increasing public housing in the city and to develop a rehabilitation program to improve existing housing in the city. The committee appears to have consisted of ten members and included a representative from the Halifax Labour Council, the Nova Scotia Housing Commission, the Housing Authority of Halifax, and the Board of Trade. The committee met on a bi-weekly basis.

Item consists of a recording of a Redevelopment Committee meeting held at City Hall on October 27, 1960. The meeting's attendees were: Mayor John Edward Lloyd, Chairman, and Aldermen Lane, O'Brien, and Abbott. Also present were P.L.M Romkey, T.C. Doyle, W.J. Clancey, and G.F. West. At the meeting, the committee discussed the awarding of tenders for contractors, reports from the Compensation Officer about properties on Granville Street, housing for army personnel, acquiring land for a school near Chester Avenue and Connaught Street [later St. Catherine's School?], public housing needs, and compensation for Salvation Army property expropriated by the City.

The Africville Sub-committee began in 1964 as an advisory committee consisting of council members, city staff, and members of the HHRAC (Halifax Human Rights Advisory Committee) for the purpose of advising council on how to implement the Rose Report. The report, written by Dr. Albert Rose of the University of Toronto, recommended the clearance of Africville and the relocation of its residents over a two to three year period. The move was managed by the Department of Development and a Social Worker hired to negotiate settlements with Africville residents. The subcommittee was later reformed to include three council members and three representatives of HHRAC who reviewed settlement reports before passing them on to council for approval. It is unclear how this body interacted with the Redevelopment and Development Committees.

Sub-series consists of meeting minutes, agenda reports, and correspondence that the Sub-committee considered to make their recommendations on the acquisition of, and compensation for, Africville properties. Peter J. MacDonald, the social worker seconded to the project, dealt closely with the individuals and families involved in the relocation. The file also includes copies of documentation that led up to the Africville relocation project, including the Rose Report, council minutes and memorandum among city officials. File also includes a section of of original records from the 1947-1948 request to extend water service to Africville, including original council submissions, letter from the pastor St. Joseph's Church to the Halivax Colored Citizens Improvement League, the naming of the committee to represent Africville residents, and correspondence with the Public Service Commission of Halifax, provincial departments and city officials. The final report of the "Halifax Negro Employment Interim Committee" from Sept. 11, 1968 is also in this file. Also found in CR32.9.
