Biographical history

The Superannuation Committee (later known as the Superannuation Advisory Committee) appears to have been founded in 1942 and originally consisted of six council members: Mayor and Chairman W. E. Donovan, and Aldermen Lloyd, Hosteran, Coffin, Ahern, and Adams. The function of the committee was to establish a pension plan for civic employees. To do this the committee met regularly with staff representatives and consulted outside agencies. The City of Halifax Superannuation Fund was established in 1951 when ratified under Section 20 of Chapter 67 of the Acts of 1951. At this point the committee seems to have become an advisory body to the Retirement Committee on issues pertaining to the fund. By 1966, the committee’s function in this capacity is confirmed according to chapter 90, section 41 of the Statutes of Nova Scotia. By 1966 the committee had formerly expanded to include the Mayor, City Manager, City Solicitor, Director of Works, Director of Health, Director of finance, City Assessor, City Clerk, Chief of Police, Chief of the Fire Department, and two members elected by each of the unions. The Mayor and City Clerk served as the chairman and secretary respectively. The committee remained active into the mid-1980s.

Custodial history

Most material in this series was transferred from NSARM to HRM in 1997 and accessioned by the HRM Archives in 2005. One file of minutes dating from 1942 to 1950 were transferred to HRM from the Municipal Clerk's Office in 2005. Minutes from 1984 thru 1986 were transferred from the HRM Records Centre in 2006. Correspondence and reports from 1986-1991 were transferred to HRM from the Clerk's Office in 2008.

Series consists of meeting minutes, reports and correspondence collected or created by the Superannuation Committee regarding the city's superannuation fund. The records illustrate the early history of the fund.
