Sub-series consists of correspondence between the City Clerk-Treasurer, the City Solicitor, and other City departments, regarding the implementation and interpretation of City by-laws. The files contain research done while by-laws were being drafted, and interpretation of how different departments would be affected. Files include records related to by-laws such as the 1985 Sunday Permits By-law (C-556), and research into amending animal welfare and licensing by-laws in 1993. Records also contain references to repealed by-laws and those that replaced them. 101-2D

Files include records pertaining to such provincial bills as An Act to Incorporate the Nova Scotia Housing Development Corporation (1986, Bill 8), which would have affected the Dartmouth Housing Authority and could have affected property tax revenue for the City. Files also include discussion of the 1993 amendments to the Public Sector Compensation Act (Bill 52), and other bills affecting municipal government operations. 101-2E

Sub-series consists of subject files kept by Corporate Services, the department created in 1994 merging the City Clerk-Treasurer's Office with Purchasing and Stores. In contrast to the yearly subject files kept by the office which related to annual activities such as budget preparation, taxation and purchases, these ongoing subject files reflect procedural and policy development and implementation and other issues wich were not contained to one calendar year. Many of the files contain records relating to planning for the municipal amalgamation which happened in 1996. 101-2H

Sub-series consists of two volumes of legislation relevant to the early operation of the Town of Dartmouth. The first is bound volume of provincial legislation relevant to the Town of Dartmouth or any NS municipality, and the town's by-laws and ordinances. This volume was maintained by the Town Clerk and so has markings and additions as legislation was amended. Among the contents are: An Act to Incorporate the Town of Dartmouth - 1873 and 1886 Police Regulations - 1882 and 1887. the Annual Report of the Warden and Auditors of the Town of Dartmouth - 1886. The second is a scrapbook with pages from the Nova Scotia statutes 1902-1920, pasted into it. The book contains acts governing the Town of Dartmouth, and has been annotated by the Town Clerk-Treasurer's Office to show amendments. 101-2N (formerly 1.2.D.7.1)

Sub-series consists of "vault files" numbered #0005 to #4356, kept by the Clerk-Treasurer's Office of any contracts, deeds, easements, leases, bills of sale, expropriations, heritage properties, mortgages, quit claim deeds, releases or agreements filed with the City of Dartmouth. This "vault filing system" was a central registry for these legal documents; the legal, accounting, purchasing, housing and engineering departments were supposed to submit the documents to the Clerk-Treasurer who assigned each file a number and indexed it by the person or company involved, the geographic location, and the type of transaction.
