Sub-series consists of lists of individuals either eligible or exempt to serve on juries, as well as supporting correspondence. On behalf of the Committee on Juries List, the City Clerk maintained the list of residents eligible to serve on petit and grand juries, and published these in the paper each year. Any resident of more than 12 months with property assessed at more than $800 was eligible to be a juror, unless specially exempt. The following occupations were exempt: clerks of the Provincial Secretary, Attorney General, Commissioner of Public Works and Mines, Superintendent of Education and Provincial Engineer, employees of the Victoria General Hospital, Army and Navy, Departments of Customs, Inland Revenue, Post Office and Railways, those operating trains, telegraphs, telephones, or working in chartered banks. Also includes a jury list for Dartmouth, 1900 which gives name, residence and occupation 102-5-2

Sub-series consists of first volume of the original, signed by-laws passed by the Town of Dartmouth, sections 1-11 (Book II with sections 12-17 is missing). The Town Council could amend or create new by-laws by resolution and these resolutions were kept with the Council Minutes (see sub-series 102-1A). When Dartmouth became a city in 1961, the Town By-laws continued to apply until they were altered, amended or repealed. By-laws had to be read in Council three times before they could be voted through by a majority. 101-1F

Sub-series consists of operating and capital budgets for the City of Dartmouth. These are also referred to as estimates. Capital budgets are available from 1975 onward, and are included with operating budgets from 1978 to 1991. It is not confirmed if all copies are approved by council. 1976 to 1978 include volumes with conflicting data. 1991 and 1992 are incomplete. 1994 and 1995 may be incomplete. Most budgets are in two or more volumes. Duplicates are retained when available. 101-84

Sub-series consists of a selection of by-law files maintained by the City Clerk to manage the approval and amendment of by-laws. Files contain copies of the by-law, staff reports, public notices, minutes of public information sessions,copies of relevant Council minutes, correspondence with municipal and provincial solicitors, and tracking records. Only those files containing more than administrative records of the passing of by-laws were selected for archival retention. There is a selection of files for by-laws C-418 to C-743, and Subdivision and Street Regulations. 101-2A

Sub-series consists of a book kept by the City Clerk of Conflicts of Interest declared at Dartmouth City Council sessions, regular, committee of the whole and In-Camera, as well as at meetings of Boards and Committees. An Act to Prevent Conflict of Interest in the Conduct of Municipal Government (Bill 91), passed in 1982, required this record-keeping (section 7.3). A copy of the Act is in the first file. The book includes a chronological index at the front of each file, then a page explaining the details of the Conflict of Interest, including Alderman involved, date of meeting, and an explanation of the conflict. Some descriptions also have copies of newsclippings about the conflict. 101-2B

Sub-series consists of subject files kept by Corporate Services, the department created in 1994 merging the City Clerk-Treasurer's Office with Purchasing and Stores. In contrast to the yearly subject files kept by the office which related to annual activities such as budget preparation, taxation and purchases, these ongoing subject files reflect procedural and policy development and implementation and other issues wich were not contained to one calendar year. Many of the files contain records relating to planning for the municipal amalgamation which happened in 1996. 101-2H

Sub-series consists of two volumes of legislation relevant to the early operation of the Town of Dartmouth. The first is bound volume of provincial legislation relevant to the Town of Dartmouth or any NS municipality, and the town's by-laws and ordinances. This volume was maintained by the Town Clerk and so has markings and additions as legislation was amended. Among the contents are: An Act to Incorporate the Town of Dartmouth - 1873 and 1886 Police Regulations - 1882 and 1887. the Annual Report of the Warden and Auditors of the Town of Dartmouth - 1886. The second is a scrapbook with pages from the Nova Scotia statutes 1902-1920, pasted into it. The book contains acts governing the Town of Dartmouth, and has been annotated by the Town Clerk-Treasurer's Office to show amendments. 101-2N (formerly 1.2.D.7.1)

Sub-series consists of "vault files" numbered #0005 to #4356, kept by the Clerk-Treasurer's Office of any contracts, deeds, easements, leases, bills of sale, expropriations, heritage properties, mortgages, quit claim deeds, releases or agreements filed with the City of Dartmouth. This "vault filing system" was a central registry for these legal documents; the legal, accounting, purchasing, housing and engineering departments were supposed to submit the documents to the Clerk-Treasurer who assigned each file a number and indexed it by the person or company involved, the geographic location, and the type of transaction.
