Sub-series consists of microfilm of the consolidated results of a housing survey conducted in 1944 of the population of Halifax and Dartmouth. The survey was conducted under the authority of 1943 Order-in-Council P.C. 8832 by E.L. Cousins, War-time Administrator, Canadian Atlantic Ports. The purpose of the survey was to rectify the desperate housing situation at the end of WWII, inform city planning activities, and assist with Civil Defence. The Wardens of the Halifax Civil Defence distributed and collected the survey forms. The survey consisted of 3 forms; Form A queried every adult resident about their housing situation and aspirations; Form B was completed for every building to assess its potential for housing; Form C collected household data for civil defence preparation (Form C results were not reported in this survey). There were 10 ledgers of consolidated results of Form A and Form B of the survey, organized by geographically-based Civil Defence platoons. Form A results incude full name of resident, current address, marital status, date of arrival in Halifax (if brought by wartime activity), last place of residence, present employment, branch if member of Armed Services, number of children, address where husband/wife resides if not together. Form B lists every dwelling on each street, with name of owner or agent, type and use of structure, type of heating, sanitary facilities, number of rooms available for rent, current number of tenants, etc. There are supplementary Form B results for certain streets listed in other ledgers (see street index listing. The final ledger (D.11) summarizes the housing aspirations of all of the residents surveyed. It lists each person alphabetically by surname within each platoon, giving their current address and housing situation (location, whether owner/tenant, amount of rent paid), whether interested in obtaining a home and which area of the city they would like to live. Sub-series consists of a book kept by the City Clerk of Conflicts of Interest declared at Dartmouth City Council sessions, regular, committee of the whole and In-Camera, as well as at meetings of Boards and Committees. An Act to Prevent Conflict of Interest in the Conduct of Municipal Government (Bill 91), passed in 1982, required this record-keeping (section 7.3). A copy of the Act is in the first file. The book includes a chronological index at the front of each file, then a page explaining the details of the Conflict of Interest, including Alderman involved, date of meeting, and an explanation of the conflict. Some descriptions also have copies of newsclippings about the conflict. 101-2B

Sub-series consists of scrapbooks of newsclippings, photographs, programmes and notices compiled by the City Clerk's Office to document events, notices of the City of Halifax. Many of the notices are regarding tenders, city services (garbage colletion, snow removal, public meetings, elections, Daylight Savings Time, employment, Newspaper articles included coverage of City events, issues, and relevant Nova Scotian or Canadian news. 102-5-7
