Sub-series consists of correspondence, reports, proposals, and other material related to the activities and duties of Halifax County's Municipal Clerk (a small selection of files come from the Deputy Municipal Clerk). The files within this sub-series are related to a variety of subjects, including: development and planning, litigation, elections, taxes and other financial matters, municipal employee salaries, as well as amalgamation preparation. Additionally, since a number of files contain correspondence between the Clerk's Office and various provincial departments and agencies, the records within this sub-series can reveal information about the relationship between the County and the province. 312-61-9

Sub-series consists of signed by-laws, as well as copies of superceded by-laws. Council had the power to make, and from time to time alter, by-laws touching any matter within its authority as governed by the Towns Act. The Town Clerk was responsible to keep the original and certified copies of the by-laws. At some point, Bedford consolidated its by-laws, introducing a new numbering system and grouping them under the following classes: administrative (fees, licenses, etc.); legislative; administrative (general)l; protective services (police, fire, EMO); transportation/engineering and works; planning and development control; recreation/parks/heritage; and economic development commission. 103-1C

Sub-series consists of the minutes for the Bedford Town Council. By-law Number 9 and then By-laws Number 21101 and 21103 prescribed the Rules of Order of Council and required that minutes of all Council meetings (Regular, Special and Emergency) and Committee of the Whole meetings be recorded. Minutes were recorded by the Town Clerk or authorized assistants and entered in a book kept for that purpose and properly indexed. At any regular meeting, minutes of the preceding meeting were read and confirmed. Copies were to be distributed to Council and staff within 7-14 days. Copies were kept at the Town Office and were available for public examination. After minutes had been approved and signed by the Mayor, Deputy Mayor or Chairman and the Clerk, the signed copy was deemed the official minutes. By-law Number 21101 specifically outlines that minutes should include in summary form: 1) all motions moved and all motions moved and seconded by members; 2) a record of the vote on all motions moved and seconded by members; 3) all resolutions of the Council with names of movers and seconders; and 4) mention of all reports, petitions and other documents submitted to Council only by their respective titles or by a brief description of their content. Sub-series consists of reports, petitions and other documents submitted to Council as part of the business of a Council. They are mentioned in the Minutes by their titles or by a brief description of their purpose. Only accepted reports were attached to or entered into the Council Minutes. Submissions prior to 1906 were not transferred to the Provincial Archives and may not have been kept by the City. Confidential reports were filed separately for 1991-1996. 102-1B

Sub-series consists of Committee of the Whole Council minutes and submissions. When City Council met to deliberate as a Committee of the Whole, the meeting was either considered a separate meeting, generating a distinct set of minutes, or the proceedings were taken as part of Council proceedings and were thus incorporated with the Council minutes. There are no separate bound Committee of the Whole minutes for the period between 1959 and 1971. From 1980 to 1994, only Special Committee of the Whole minutes were bound separately. Sub-series also contains submissions made to the Committee of the Whole from 1971 to 1996. There are no submissions for January to September 1979, or for the entirety of 1986. In the submission files from 1969, meeting agendas are missing and other material may have been removed. For the period from 1970 to August 1975; Feb. 1976 to 1977, there are only meeting agendas. 102-1C

Sub-series consists of Minutes of the proceedings of every meeting of Council were to be drawn up and fairly entered by the Clerk in a book [or the equivalent] kept for that purpose and properly indexed. Minutes were submitted at the next regular Council Meeting and could be altered if Council agreed upon the change. The City Clerk’s Office indexed the Minutes by year, starting in 1890. Originally, minutes were handwritten into yearly minute books. Starting in 1890, minutes were printed into yearly booklets or typed and bound. This continued until 1995 when the minutes were left loose or put in 3-ring binders. Minutes of special meetings of Council were kept separately from 1987-1992; these may not be included in the minutes index, so these minutes are only accessible by date. 102-1A

Sub-series consists of reports, photographs and video recordings created or received by the City of Halifax. It includes the minutes and terms of reference of the Halifax-Hakodate Friendship Society. Photographs document visits of Halifax delegations to Hakodate and the ceremonies surrounding the Christmas Tree sent from Halifax to Hakodate. Video recordings document visits of delegations to both Halifax and Hakodate, the Christmas Tree ceremonies, conference proceedings from the Star-Shaped Cities Summit, and schoolchildren's presentations. Also includes the the embossing press used by the Halifax-Hakodate Society, probably to mark the correspondence it would have sent to Japan. Also includes minutes for the Halifax-Hakodate Committee from 1988-1994 as well as submissions and correspondence arranged by the date of meeting. 102-56-1
