The Public Service Commission of Halifax was created by Act of the Nova Scotia legislature in 1944. Originally named the the Halifax Public Utilities Commission, the name was changed to Public Service Commission of Halifax in 1945. In 1987, the name was changed to the Halifax Water Commission. In 1995, with the impending municipal amalgamation, the name was changed to the Halifax Regional Water Commission. The commission has also used the brand name Halifax Water.
The commission was created to assume operation of the City of Halifax's deteriorating water system; it took responsibility January 1, 1945. In 1952, it purchased the water utility from the city. With the municipal amalgamation in 1996, the commission absorbed the water utilities of the City of Dartmouth and the County of Halifax. The commission assumed control of the Halifax Regional Municipality's storm and wastewater systems in 2007.
The commission was originally governed by five people: the City of Halifax mayor, one member of city council, and three residents of the city. Other than the mayor, the commission members were apointed by city council. Since 1996, the commission is governed by eight people: the mayor of the Halifax Regional Municipality, six people appointed by the municipal council (three councillors and three residents of the municipality), and a municipal staff member appointed by the chief administrative officer for the municipality.

File consists of the minute book of the Public Service Commission Social Club, which consists of minutes taken from executive and annual meetings. There are also reports of various social events that were organised by the social club,annual reports, financial statements for the year, letters of thanks, letters of invitation, shopping lists and other documents related the social club.
