By order-in-council dated 25 August 1987 the Nova Scotia Royal Commission on Health Care was established to undertake a comprehensive review of the health care system, including issues of cost and efficiency. The Commission's primary activities centred around public hearings, research and consultations with a variety of health care officials. Its report was submitted on 8 December 1989.

The Nova Scotia Royal Commission on Forestry was created by Order-in-Council #82-571 dated May 6, 1982. Chief Justice Nathan Green of Halifax was appointed chairperson with Reverend Gregory MacKinnon of Antigonish and Dr. John Connor of Wolfville appointed as co-commissioners. Commissioners were subsequently amended by Order-in-Council #82-1320 dated November 9, 1982 to be Dr. John Connor, chairperson, with Reverend MacKinnon and Justice D. Lewis Matheson as co-commissioners. Its mandate was to inquire into and make recommendations respecting all forest and related resources of NS, including fish and wildlife. In particular they were to conduct a present and projected forest inventory with a focus on sustainable harvest levels to support industry; to recommend the best forest management procedures to ensure maximum future benefits; the impact of land ownership, competing uses and forest management practices on future supply of forest products, fish and wildlife populations, and recreational opportunities; and the role of Government at all levels in managing forest resources. The Royal Commission received written and oral submissions (briefs) from individuals, government, and stakeholder groups, conducted public hearings and field trips across Nova Scotia from August 19, 1982 to December 13, 1983, consulted with forestry experts across Canada, and visited West Germany, Sweden, Finland, the United Kingdom, and several parts of the United States to learn from their experiences. The Royal Commission submitted its final report to His Honour Alan R. Abraham, Lieutenant-Governor of Nova Scotia, on November 22, 1984 and then disbanded.

Textual records transferred to Nova Scotia Archives by the Commission in 1984. Audio recordings transferred a few years later, circa 1986. Twenty-four briefs were borrowed by Nova Scotia Archives for microfilming from NS Department of Lands and Forests circa 1985.

The Nova Scotia Royal Commission Appointed to Inquire into the Upheaval or Fall or Other Disturbance Sometimes Referred to as a Bump in No. 2 Mine at Springhill, in the County of Cumberland, Province of Nova Scotia, Operated by the Cumberland Railway and Coal Company, on the 23rd Day of October, A.D. 1958 was created by Order-in-Council on December 12, 1958. Donald McInnes, Queens Counsel lawyer in Halifax, was appointed chairperson with Harry Wilton-Clark of Calgary, AB, and Thomas McLachlan of Glace Bay, NS appointed as co-commissioners. The Royal Commission was mandated to inquire into the actual disturbance (the “bump”) in the mine, determine if approved mining and work practices were being followed and if those contributed to the disaster, and whether mine operations were conducted in compliance with the Coal Mines Regulation Act. Four days of public hearings were conducted in Springhill between 26 January 1959 and 30 January 1959. Over the course of these hearings, commissioners accepted presentations from 38 witnesses and 50 exhibits. The Commission contacted departments of government at Ottawa and Halifax to learn from their experiences. It submitted its Final Report on June 30, 1959 and then disbanded.

The Nova Scotia Commission Appointed to Inquire into and Concerning the Boundary Line Between the Counties of Cumberland and Colchester was created by Order-in-Council dated January 14, 1954. Justice J.L. Ilsley, Chief Justice of Nova Scotia, was appointed chairperson with Justice W.L. Hall, and Justice Vincent C. MacDonald, judges of the Supreme Court of Nova Scotia, appointed as co-commissioners. Arthur L. Thurlow, lawyer of Bridgewater, was appointed Counsel for the Commission. Its mandate was to determine the boundary line between Cumberland and Colchester Counties at a disputed section along the Harrington River near the town of Parrsboro. The Commission had a survey conducted of the river and surrounding lands by Department of Lands and Forests employee Joseph Archibald, in July and August 1956. Public hearings were held on February 28, April 3, 1956 and June 18, 1957 in Halifax and written submissions from interested individuals and corporations were accepted. The Commission submitted its report to Premier Robert L. Stanfield on January 8, 1959 and then disbanded.

Archibald (1956); the unpublished final report with cover letter (1959); Book of Documents compiled by Thurlow containing copies of the statutes (acts), Orders-in-Council, and civil law suit of 1944 pleadings, evidence, and decision of Justice Doull, intended to be part of the final report (compiled 1956). Fonds also includes a brief from Colchester County (1957); public notices newspaper clippings (1956); some receipts and administrative correspondence to Thurlow (1955-1956); tax assessment rolls for District 19 Five Islands 1930-1931 (collected 1956); and copies of legislation on county boundaries 1851-1928 (collected 1956).

The Nova Scotia Royal Commission on Education, Public Services and Provincial-Municipal Relations was created by Order in Council on 31 March 1971 (#71-291). Professor John F. Graham of Dalhousie University was appointed chairperson along with Edwin C. Harris, accountant and lawyer in Halifax, and Charles E. Walters, former Lunenburg County Councilor, as co-commissioners. Their terms of reference were 1) to inquire generally into the provision of education and other public services in the Province of Nova Scotia, 2) to report to the Governor in Council the evidence and findings of such an inquiry and 3) to recommend the means whereby these services might best be provided. The commission issued questionnaires, received written and oral briefs and submissions, and conducted extensive research, hearings, and interviews. In the 3 years that the Commission did its work it received 575 written submissions and 394 presentations at 39 public hearings held from September 20, 1971 to January 12, 1972 at 25 towns throughout Nova Scotia. Additionally, the Commission held 142 private meetings with interested parties from June 16, 1971 to March 21, 1972. The Commission presented its multi-volume report to His Honour Victor DeB. Oland, Lieutenant-Governor of Nova Scotia, on June 27, 1974 and then disbanded.

Regan (1971-1975); and Commissioner Harris’ annotated copies of briefs (1971).
Fonds also includes lists of public and private hearings (1972); list of briefs/submissions sent in confidence (1972); commission’s terms of reference and procedural records (1971); press releases, public invitations, biographies of commissioners, and premier’s speaking notes (1971-1974); and a photograph of the commissioners at a hearing (1971). Also includes an incomplete set of the Final Report (missing Volume 3 chapters 1 to 35), the table of contents volume, and the Synopsis (1974).

Majority of records donated to Nova Scotia Archives by Commission chairperson Professor John F. Graham of Dalhousie University, in 1992. A smaller amount was donated by Commissioner Edwin C. Harris in 2002. Five of the six briefs from province-wide unions and associations were borrowed for microfilming from the Nova Scotia Legislative Library.
Briefs P1 to P6 from Union of NS Municipalities, Association of Municipal Administrators, NS School Boards Association, NS Teachers Union, NS Federation of Home and School Associations, and the NS Human Rights Commission are available on microfilm. (Reference number: 14297)
