Item consists of a composite photograph of the 1941-1942 Halifax City Council. The photograph consists of oval portraits of council members, including Mayor William E. Donovan, wearing the chain-of-office; and senior staff including Hudson J. Conrad, Chief of Police; W.P. Publicover, City Clerk; J.F. McManus, City Assessor; Alan Butler, Commissioner of Finance; A.R. Morton, Commissioner of Health and Welfare; C.P. Bethune, City Solicitor; R.M. MacKinnon, Commissioner of Works; John Churchill, chief of Fired Dept.; Gordon H. Durling, City Electrician, arranged in three rows. The words "Halifax City Council / 1941-2" are written below the photographs.
